MR. EDWARD F. BURNS

Mr. BURNS is cited for superior performance of duty while serving as Chief, America’s Waterway Watch Branch from January 2006 to June 2006.  Demonstrating outstanding determination and expertise, Mr. BURNS significantly raised the recreational boating public’s maritime domain awareness in the central portion of the Ninth Coast Guard District.  Through his tireless leadership and skillful coordination of numerous outreach activities, he ensured that the America’s Waterway Watch and the Sea Partners programs were amply promoted particularly in the metropolitan Chicago area.  Exhibiting great zeal and purpose, Mr. BURNS effectively arranged and led marine and water-sports programs at several recreational boat shows and marine related venues.  An exceptional emissary, he represented the Coast Guard at the annual conference of the Illinois State chapter of the Crimestoppers Association and delivered a detailed presentation on the America’s Waterway Watch program.  Mr. BURNS’ extraordinary professionalism and commitment left so profound an impression upon the National and International Presidents of the Crimestoppers Association that he was subsequently invited to similarly present the America’s Waterway Watch program to the annual International Crimestoppers Association meeting.  Mr. BURNS’ diligence, perseverance, and devotion to duty are most heartily commended and are in keeping with the highest traditions of the United States Coast Guard and the United States Coast Guard Auxiliary.

 

MR. CLAUDE C. HRIBAL

Mr. HRIBAL is cited for superior performance of duty while serving as Chief, Aviation Special Projects Branch from November 2000 to September 2006.  Demonstrating outstanding teamwork and organizational skills, Mr. HRIBAL coordinated all Coast Guard and Coast Guard Auxiliary involvement at the annual Oshkosh, Wisconsin.  He established a strong and enviable partnership with the Experimental Aircraft Association’s leadership that garnered complimentary exhibit areas in prominent locations for Coast Guard and Coast Guard Auxiliary aircraft and information displays.  Mr. HRIBAL’s ardent advocacy and diligence ensured that static displays of Coast Guard fixed-wing aircraft, helicopters, and Auxiliary aircraft were arranged to maximize their exposure to the hundreds of thousands of convention visitors.  With meticulous attention to detail, he coordinated all Auxiliary surface patrols on adjacent Lake Winnebago to provide the necessary security for the conventions’ sea plane operations and immediate search and rescue response presence for the many recreational boats in the area.  As a direct result of Mr. HRIBAL’s tireless efforts and profound commitment, the annual “Air Venture” conventions consistently served as a premier national showcase that cast a superb reflection upon Coast Guard and Coast Guard Auxiliary aviation capabilities, surface operations, and provided valuable recruitment opportunities.  Mr. HRIBAL’S diligence, perseverance, and devotion to duty are most heartily commended and are in keeping with the highest traditions of the United States Coast Guard and the United States Coast Guard Auxiliary.

 

MS. DARLENE A. HUSBAND

Ms. HUSBAND is cited for superior performance of duty while serving as Aide to the National Commodore from February 2005 to August 2006.  Exhibiting superb administrative competence and exemplary allegiance to the National Commodore, Ms. HUSBAND arranged the seamless execution of all event schedules, reservations, issuance of invitations, and transportation arrangements.  Her keen organizational skill was instrumental to the successful arrangement of two National Conferences, two National Training Conferences, and four separate meetings of the National Executive Committee.  Demonstrating extraordinary professionalism and profound decorum, Ms. HUSBAND ensured that the National Commodore and his designated guests, including Coast Guard Flag Officers, international dignitaries, and State representatives, were consistently provided with all relevant conference information, always kept apprised of their agendas, and uniformly treated with genuine care and hospitality.  A consummate team player, she worked closely with all other conference staff members to reliably meet their needs and project an ideal image of event control, coordination, and management.  Ms. HUSBAND’s diligence, perseverance, and devotion to duty are most heartily commended and are in keeping with the highest traditions of the United States Coast Guard and the United States Coast Guard Auxiliary.

 

MR. ROBERT E. NELSON II

Mr. NELSON is cited for superior performance of duty while serving as Chief, Internal Communication Division from November 2004 to August 2006.  Displaying superb leadership and organizational skill, he coordinated the delivery of seven Auxiliary Public Affairs C-schools at Coast Guard training centers that graduated more than 150 Auxiliary Public Affairs Officers.  His exceptional supervision was instrumental to the development of 10 online training courses designed to promote the public affairs program and facilitate training of Auxiliarists who could not attend resident C-school training.  As the Auxiliary’s founding Chief of its new Internal Communications Division, Mr. NELSON demonstrated extraordinary enthusiasm and initiative by developing the division’s mission profile and position descriptions.  A consummate mentor and coach, he thoroughly screened and trained candidates for key Division staff assignments and systematically doubled the program’s size in less than two years.  Mr. NELSON consistently ensured high quality customer service to his program manager counterparts and significantly raised the Auxiliary’s capacity to support its communications with membership as well as America’s recreational boating public.  Mr. NELSON’s diligence, perseverance, and devotion to duty are most heartily commended and are in keeping with the highest traditions of the United States Coast Guard and United States Coast Guard Auxiliary.

 

MS. Celeste C. PENNY
(GOLD STAR IN LIEU OF A SECOND)

COMMODORE ROBERT J. PERRONE, SR.
(GOLD STAR IN LIEU OF A THIRD)

Commodore PERRONE is cited for superior performance of duty while serving as Assistant to the Treasurer of the Auxiliary from November 2004 through August 2006.  Demonstrating outstanding administrative and financial expertise, Commodore PERRONE reviewed volumes of financial data, prepared meticulous monthly financial records, and generated comprehensive financial forecasts for Auxiliary leaders that greatly facilitated their ability to make timely resource and managerial decisions.  A dedicated professional and partner, he worked closely with the Treasurer in all facets of the organization’s financial matters, contributing greatly to the superb overall accounting of all Auxiliary funds.  His keen insight and unparalleled judgment in financial management resulted in stellar evaluations by independent auditors of the Auxiliary’s financial records and processes.  Exercising superior leadership and accounting wisdom, Commodore PERRONE performed a thorough and critical assessment of Auxiliary Center bookkeeping practices, including personal site visits, and he prescribed detailed corrective actions that ultimately ensured the accuracy of its internal records and significantly reduced auditor fees.  Commodore PERRONE’s diligence, perseverance, and devotion to duty are most heartily commended and are in keeping with the highest traditions of the United States Coast Guard and the United States Coast Guard Auxiliary.

 

MR. FREDERICK M. PULVE

Mr. PULVE is cited for superior performance of duty while serving as Pacific Area Coordinator for the Legislative Liaison Committee from October 2002 to September 2006.  Exhibiting extraordinary teamwork and administrative skill, Mr. PULVE expertly coordinated the efforts of State Legislative Liaison Committee members across four Coast Guard Districts and 10 States.  He adeptly organized the State Legislative Liaison Officers into a cohesive and enthusiastic network that provided timely and comprehensive reporting of recreational boating safety legislation to Auxiliary leadership.  Demonstrating superb technical skill and insight, Mr. PULVE arranged the development of a legislation monitoring web site.  This web site fulfilled a long-time Auxiliary goal by providing guidance and direction for the proper conduct of legislative activity in addition to immediate and current updates on legislative activity across all 50 States and four territories.  As a direct result of his exceptional commitment and tireless efforts, the National Legislative Liaison Committee was routinely recognized by States, governmental agencies like the National Transportation Safety Board, and commercial organizations like the National Marine Manufacturers Association as a preeminent leader in the monitoring and support of legislative activity on behalf of America’s recreational boating public.  Mr. PULVE’s diligence, perseverance, and devotion to duty are most heartily commended and are in keeping with the highest traditions of the United States Coast Guard and the United States Coast Guard Auxiliary.

 

MR. STUART D. SOFFER

MS. LEANNE E. SWEENEY

Ms. SWEENEY is cited for superior performance of duty while serving as Chief, Auxiliary E-News Branch from November 2004 to September 2006.  Displaying exceptional supervisory and technical skill, Ms. SWEENEY expertly edited and produced the bimonthly Auxiliary E-News publication and oversaw the generation of many other Auxiliary e-newsletters.  Under her superb leadership and direction, the E-News branch vigilantly monitored countless electronic newsletters, websites, and printed media and consistently identified informative subject matter that was relevant to the Auxiliary’s diverse array of programs.  Ms. SWEENEY adeptly consolidated and assimilated their efforts into a comprehensive cross-programmatic electronic publication, and she adroitly incorporated frequent last-minute changes to ensure the E-News Publication was a timely and pertinent periodical for all Auxiliarists.  Exercising keen organizational insight and outstanding commitment, Ms. SWEENEY ensured that the E-News Publication was always issued on schedule and without any drop in quality despite several major departmental staff changes.  As a direct result of her meticulous attention to detail and unwavering dedication to customer service, over 150 electronic newsletters that reported on more than 3,000 topics were provided to the Auxiliary. Ms. SWEENEY’s diligence, perseverance, and devotion to duty are most heartily commended and are in keeping with the highest traditions of the United States Coast Guard and the United States Coast Guard Auxiliary.

 

MR. CHRISTOPHER D. WARE
