Ms. FREEMAN is cited for meritorious service in the performance of
duty as Division Chief and Deputy Department Chief of Education from
1 September 2003 to 1 December 2004. With expert managerial skill,
Ms. FREEMAN coordinated the development of a comprehensive new Auxiliary
instructor training program as well as the complete educational programs
for the 2004 Auxiliary National Conference and Auxiliary National
Training Conference in which several hundred Coast Guard and Auxiliary
personnel participated. In expansion of these efforts to all Auxiliarists,
she developed and launched three innovative public education courses
designed for boat operators and passengers: GPS for Mariners, How
to Read a Nautical Chart, and Suddenly in Command. Demonstrating outstanding
inter-agency cooperation, Ms. FREEMAN was instrumental in development
of a train-the-trainer program for the Southern Region Boy Scouts
of America that resulted in their adoption of several Auxiliary boating
courses to train thousands of America’s youth in recreational
boating safety. As an ideal ambassador of maritime domain awareness
in international forums, she helped lead adoption of Waterway Watch
and America's Boating Course programs by the Search and Rescue Foundation
of Aruba. With similar conviction and dedication to helping others,
Ms. FREEMAN arranged vital Auxiliary instructor training for the Bahamas
Air-Sea Rescue Association to facilitate their ongoing development
of a new mandatory recreational boating safety program that is expected
to reach over 5,000 Bahamian boaters in its first year. Ms. FREEMAN’s
dedication and devotion to duty are most heartily commended and are
in keeping with the highest traditions of the United States Coast
Guard and the United States Coast Guard Auxiliary. |
